Введение системы SENT в Польше: новые правила контроля грузоперевозок с 1 ноября и их значение для украинских перевозчиков – GLC - Grand Logistics Company

On November 1, Poland will introduce a new system of control of cargo transportation SENT, which will be mandatory for all transport companies from third countries, including Ukrainian ones. The State Transport Safety Service of Ukraine (Ukrtransbezopasnost) has already urged carriers to pay attention to the new requirements in order to avoid problems when working on the Polish market.

The SENT system introduces strict control over all transportation operations in Poland. Now any transportation must be registered, regardless of what type of permit is used. The mandatory registration includes:

  • transportation with one-off permits;
  • transportation under the documents of the European Conference of Ministers of Transport (ECMT);
  • transports not requiring permits, e.g. within the framework of freight liberalization agreements.

For all carriers operating in Poland, the SENT system becomes a mandatory part of the freight transportation process.

How to register a shipment in SENT?

On October 9, the Polish Senate passed a law defining the requirements for registration in the SENT system. Successful registration will require the following:

  • data of the carrier and shipper;
  • information about the consignee of the shipment;
  • the place and date of start and end of transportation in Poland;
  • countries of loading and unloading;
  • numbers of accompanying documents and permits.

After entering the data, the system issues a control number, without which the driver will not be able to continue the transportation.

Why is SENT introduced?

Poland strives to ensure transparency and safety of cargo transportation through its territory. The introduction of the SENT system allows:

  • effectively detect illegal transportation;
  • protect Poland's economic interests;
  • improve monitoring of environmental and transportation standards.

The system also gives Polish authorities a tool to create a database of all transportation operations of foreign carriers, simplifying control and inspection.

Impact on Ukrainian carriers

These changes require Ukrainian companies to pay extra attention to the transportation registration process. However, by strictly following the new rules, fines and delays can be avoided and they can continue to operate efficiently on the Polish market.

The Polish Ministry of Infrastructure is already preparing detailed recommendations for foreign carriers, which will help them to quickly adapt to the new conditions.
